Navigate to Secretary Carson: Restore Competitive Contracting
HUD Must Implement Fair, Open Procurement per Supreme Court Ruling

WASHINGTON, DC (March 2, 2017) — Navigate Affordable Housing Partners, a Birmingham-based affordable housing provider, today congratulated Dr. Ben Carson on his confirmation as Secretary of the Department of Housing and Urban Development (HUD), and urged him to restore competitive contracting to the agency’s low-income housing program.

The United States Senate voted 58-41 in favor of Dr. Carson’s nomination.

“I send my best wishes to Secretary Carson,” said Eric Strong, CEO of Navigate. “His installment represents a fresh start for HUD’s Project-Based Section 8 housing program – a program that deserves greater attention and in which HUD has been legally mandated by the US Supreme Court to issue a fair and open procurement. Under Dr. Carson, HUD has an opportunity to restore competitive contracting to the Section 8 program, a move that will benefit low-income tenants and American taxpayers alike.”

In April 2015, the US Supreme Court sided with Navigate and eight other plaintiffs after they were forced to bring litigation against HUD to halt its attempts to use anticompetitive contracting procedures in the Project-Based Section 8 housing program. In 2012 HUD arbitrarily decided to restrict competition for contracts in the program, a change in HUD’s prior long-standing competitive practices. HUD’s approach moved the program closer to a sole-source contracting arrangement and its anticompetitive procedures would have wasted hundreds of millions of taxpayer dollars.


Navigate Affordable Housing Partners (Navigate) is a nonprofit affordable housing provider based in Birmingham, Alabama. For nearly 15 years, Navigate has provided services to assist HUD in overseeing and administering the Project-Based Section 8 housing program in states including Alabama, Mississippi, Connecticut and Virginia.
