New guidance for EIV system use

The Department of Housing and Urban Development (HUD) has released new administrative guidance for effective and mandated use of the Enterprise Income Verification or EIV System. PIH 2017-12 (HA) ¬†supersedes notice PIH-2010-19 (HA), as extended by PIH 2015-02. The new notice “makes several technical corrections.”

Among other things, PIH 2017-12 (HA) talks about verification hierarchy and techniques. It says¬†“PHAs should begin with the highest level of verification techniques.” The highest level is 6- Upfront Income Verification (UIV) using the EIV system. It is mandatory. Level 5 is also UIV but uses a non-HUD system. It is also considered the “highest” form of verification but is optional.
